Everything seemed normal in the Arkansas Capital, the flags were blowing in the breeze, the State Capitol Building was quite... Quieter than usual most admitted as it was usually filled with Democratic and Republican State Representatives and Senators shouting at eachother, but none of that was around. In fact, those Democratic State Congressman weren't seen for a while now, odd... Meanwhile, deep under the State Capitol, the Republican Congressman were working on something, something that would accelerate Arkansas past everyone around them in the inevitable collapse. Their plan was to create an A.I. System that uses the likeness of General Macarthur from the WW2 Era, yes that Macarthur. This AI would be given control of the Army, using Macarthur's brilliant strategies and mind to overcome every challenge that would face the new state. Lets bear in mind that it was Macarthur that facilitated Japan becoming a technological superpower post-ww2, so that is why his mind was chosen for this project. That and Arkansas was his home state.
