Click the PokeDollar to gather points, point counter is on bottom right. Next to PokeCenter and PokeMart there are 2 counters, top counter is points needed, bottom is level. To go up level click the PokeCenter or PokeMart. Remember this is BETA. P.S If trying to restart game click green flag 2-3 times.
