Ever since the 14th Amendment in 1961, it has been able to vote. And also, no you cannot vote from the U.S territories thus they are not included. By the way, the reason well some states like Texas are in Mountain Time is because I chose the time zone which is the most west as the one the state is in so that the entire state has voted instead of the majority.
