Press the up arrow to see the coloring process for the character step-by-step. Press the down arrow to return to the normal drawing. The static effect on the character and the background was actually an accident. I was going to use the star-shaped faded brush that I use for lighting. The previous brush I had used had a "diffuse" effect put on it(which separates the circular shape of the brush into tiny little dots), but I didn't realize it until AFTER I used the brush. I was surprised to see how well it looked, though, so I just decided to use it in my final design.
