They can both learn most moves, with the exception of Smeargle not being able to learn Chatter. Let me explain this via a story. It all happened at once. The mew's failed clones were all strange blobs able to form the shape of anything, running off. The successful clone, Mewtwo, struck without mercy. We'd have to take any course of action to conceal its power. This time, rather than power, we were looking for a savior. Something with self-control, anything! It took many of the best scientists of Team Rocket to do this, others having to hold Mewtwo off. In a matter of days, we got something. Its only move was something called Sketch. I didn't know what it could do, so I temporarily made my team all this painter Pokemon. I tested it out and it was like Mew, able to learn any move, just as the lore of Mew said. However, this artistic Pokemon couldn't learn chatter, not that it matters, and seemed more interested in painting than fighting the once again out of control Mewtwo. We weren't sure what to call it. We showed it the rampaging clone, Mewtwo, and it drew a picture. We weren't sure what the picture was about, then it pointed to certain locations and put a red X on each of those spots. I realized it was showing us the weak points. We went into the room Mewtwo was rampaging in and attacked, defeating Mewtwo and succeeding in calming it down. We looked at the painter Pokemon and realized we needed a name for the species. I asked for a name. One grunt in the back said "How about Smeargle" and we all agreed. However, we weren't sure they could remain in Kanto without anything being stirred about them. We released them in regions across the world.
I just got the images from google. but that mew and ditto one looks really weird when you stare at it for too long, then suddenly, it's just mew's feet.
