This is a rumble effect made by combining the pixelate and fish eye effect (and whirl because why not. (: ). =~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~=~ press space to start/stop the effect
