III: The Free Arab Navy will not surpass 750 vessels IV: The Free Arab Nations will not interfere with League of Empires affairs. V: The Free Arab Nations will not attempt to regain control over the lands they lost in the Great African War. This action will be viewed by the League of Empires as a declaration of war. VI: The Free Arab Nations will not construct any Decimator-class battleships or ships of a similar size. VII: The Free Arab Nations may not construct heavy fortifications or walls on their borders. VII: The city of Luanda will be established as a permanent League of Empires outpost, staffed by men from the Norscan Empire, the Yellowonian Empire, the Altanüye Khanate, and the Empire of the Sun.
