THE BLACK-RED CONCORDAT I: Anyone wishing to establish a nation in Africa may select three of the following countries: (Tanzania) for their empire. They must then state which countries they are selecting so that they may be recorded. Should they select more than three nations, their claim will be voided and viewed as a declaration of war by the League of Empires. II: Those wishing to claim the country of Angola will not have access to the capital city of Luanda. This is due to it being the League of Empires base to regulate Africa. III: Any attempts to annex unclaimed territory will be met with force by the League of Empires. IV: After all unclaimed land has been occupied, the new nations will get six months to develop their empires. During these six months, all armed conflicts will be halted by the League of Empires. After these six months have passed, the League of Empires will have no obligations to fight for or defend the nations. V: Any attempts to seize the League of Nations stronghold in Luanda will be met with overwhelming and immediate military action from the League of Nations.
