The basics to a top-down shooting game. You have a weapon that can have up to seven bullet entities on the field at once. Press space to fire, hold it to autofire. An enemy will spawn randomly on the sides of the stage, shooting him will make him disappear and respawn. Something I don't see often in shooter projects but would provide a nice twist are having a clip and ammo storage. The clip is the amount of bullets that are ready to fire, your ammo is your total bullets. Bullets must be loaded into the clip before they can be fired.
