The goal of this puzzle is to swap the up pointing arrows with the down pointing arrows, and the right pointing arrows with the left pointing arrows. When you click an arrow, it moves in the direction it is pointing. Arrows can jump over one arrow, but only one. When you get an arrow into its right spot, it turns green.
