The character is King Missy, he was named Missy because his parents thought he was a girl 0w0 he comes from the same comic/story as Micu but he's the king! He and Micu have has a good friendship, she even convinced the king and queen to allow Missy into the royal line after they had lost their son to the war. Program Used - ibisPaint X I DID animate the eyes, but I didn't code it
