Instructions are given on screen. The xy-grid-20px on which the layout is based is under the backdrops tab. In Scratch 2 you could show or hide the grid.Not so in Scratch 3. Everyone is welcome to reuse the note sprites to take Music composition in Scratch as far as it goes. Please acknowledge in Remixes.
