His maximum speed is 140 centillion MPH. Yes, he's that fast. He can also open portals to different areas in space. cypher is by far the most powerful malta character ever. He has all the powers spencer has, and also wields a Kopis that can slice through anything, whether by sand or diamond, the flesh of mortal or immortal (meaning he can kill immortal beings), given to him by his thought. He is spencer's hate and dread, who was separated after (SPOILER ALERT!! I'M NOT GOING TO TELL LOL!!)
