Don't worry, the police officer will not see you even if she is literally next to you. To buy the Frapples, you must obtain diamonds. To do that, click around, and you will find a sprite that tells you it's name and that it has the diamonds. Go back to the frapple seller and tell him the name of the diamond owner.
