He is an Oracle named Samuel. He likes to dress up very creepily and scare his 'customers' just for the effect. He charges $1.00 for customers to see their future, with every extra dollar for each additional foresight. He may or may not be a scammer, for he has the power to change the past, which may heavily damage or change the customers' futures. Upon his demise, for which reason is unknown, he had planted an hourglass pendant in a sand dune far away from civilization, and after years it has been claimed by the sands. He placed it there in hopes that someone might find it, and use it's power to restore his ashes with the power of eternal life...
