Fear hasn't technically destroyed anyone innocent, but he has still destroyed those who are guilty of crimes. All of the other villains pushed him away due to the fact that he obliterated a fellow villain. He tried to join up with the heroes but they disapproved of him due to his villainous past. He was left alone in a junkyard by some crooks who had attempted to avenge their boss. Fear figured that if wasn't a hero or a villain, he'd become something else entirely. Fear doesn't appear to have heroic qualities, but he does have a heart. Fear became an antihero, protecting those he held dear even if it meant others had to pay the ultimate price.
