Use the arrow keys to navigate the world. The odd glass circle in the upper left will give you free answers, but they are limited, so use it sparingly! You can only found one city and one district in that city, so strategize accordingly in that regard as well. The first goal is to answer all questions, but rack up in score to show off to your friends!
