There are ten blocks that will act as water unless you press the "ICE!" button. Then they will freeze where they are and you can drag them into any arrangement you want. To turn them back into water blocks press the "WATER!" button. Splash!
This is just a fun little experiment. (Don't overlap the blocks when placing them because it will lag)
