When the number of Infected goes above the "Restrict Level", everyone is restricted to move at 1/5 normal speed. When the number of Infected drops back below "Normal Level", everyone can move around at normal speed. Try changing these thresholds and see how it changes the eventual number of deaths. You might also try changing some of the other parameters, such as: immunity, death rate, and cheat rate (the population that ignores the restriction).
