This is a parallax, so the art moves at different speeds with your mouse. This isn't any specific Spider-Man (like from the comics or MCU).
Music is Your Time Has Come by Artifical.music lol i worked pretty hard on it, and the background and the music fit perfectly in my opinion Basically to do this, i started with a simple sketch on scratch, kinda traced it with color and making it look better, then flip it upside down when you're down with everything.
