It's just the chuchu pilots from the game Chuchu Rocket! They can fly Rocket Ships, hence the 'pilot' bit in their name. The ChuChu Pilots are: Chupea (red, Female) Chuih (blue, Leader) Chubei (yellow, Fat dude who likes food) Chubach (green, Crazy one)
