She had just escaped from Team Rocket and runs into a Pokemon Camp (like a girl scout camp or horse camp or whatever) and sees a bunch of other 5 year olds and 6 year olds, and this is when she first meets Ash. Ash will not appear for at least another 3 chapters, probably more.
