So! extended theory! :) --------------------------------------------------------------------------------- one of the biggest causes of poverty is marginalization, and inequality. as we've previously established, Before Zircon everything for the fishers/poor cats was... bad to say the least. so it's very possible they were suffering from marginalization, and inequality. they would have Little to no access to the resources needed to live a full, productive life. a marginalized community may also become even more vulnerable to the cycle of poverty, which may explain why they needed the scare of a possible rebellion, to jolt them out of this :)
