Go to my profile, and either right-click or click with two figners at the same time on the image of ur banner. Then click "save image". Then go inside an empty Scratch project and click on the bookmark. Click "select an image", and choose ur banner. DO NOT, I repeat, DO NOT make any changes to the project itself after u've dont all of this. Lmk if it still doesn't work!!
