I couldn't think of a more fitting title, so yeah. 1. Pick your side (Democrats for easy difficulty; Republicans for hard difficulty). 2. At the start of each turn, both sides get reinforcements from the solid states you control that you already controlled at the beginning of the game. 3. When it's your turn, click on a state to move influence from. 4. Then click on a state to move influence to. 5. Enter the amount of influence you want to move. It must be an integer value, and you must leave at least one unit of influence behind to defend the original state. 6. If the state you move into is one the AI opponent controls, the game auto-runs combat. Both sides roll a die and the side with the lower roll takes a loss. The attacker (i.e. you) takes a loss in a tie. This continues until all attacking or defending units of influence are destroyed. The victor wins control of the contested state with whatever units of influence they have left. 7. Repeat until one side has the 270 electoral votes needed to win the election. This victory criterion is evaluated at the beginning of a turn. For a bonus challenge, conquer all the states on the map.
Click the green flag twice. Also turn on turbo mode (shift + click green flag). The AI is extremely crappy, so they get extra reinforcements per turn and get to move ten times per turn (you only get to move once). If you find that you can't do something during your turn, press space and enter Y when prompted to skip your turn. Don't worry; the AI skips more turns than you because of how it's programmed :p
