lots of people were wondering (in scratch 2.0) if a blur effect would come in scratch 3.0, however, as you can see, it didnt :( but, you can still get a cool blur effect! website link: https://fotoram.io/blur-image you can also do lots of other cool things with photos to make them look more appealing to people on there. i highly recommend it!
