Arrow keys to move. to get in vehicles, (boats, too) press [ r ] press [ space ] to get out your handcuffs, you can catch robbers with them. if you wana chat, the guy at the police staition is a chaterbox if you see a blue rectangle at the top of the screen, that`s just the chief telling you what to do. of course you can do whatever you want though.
