Thanks to the EAS system, and SCP. NOTE: The V1 one was cringe, so I made a V2 of that. Another note: If you use this to play a real emergency, I am not responsible for the activation, and you will be in legal trouble and you will probably get arrested-Wait, no! You will not be held responsible (me too) because this is a fake EAS! The EAS tones are invalid, so you basically would not be in trouble for the EAS activation. If I did put in the real EAS start, it still would be fake. If I did put in both of the EAS tones, you would actually be legal trouble and that'd get you arrested.
