The sound was created using Kasane Teto’s voicebank on Renoid Player, an online vocal synthesizer program! It works on an iPad or iPhone as well! There are no English voicebanks and indeed a very limited selection of voicebank, but they’re great for making sounds like this and/or battered JPNloid English.
