the rival is standing there saying "You are worth fighting only after you beat the gym". Then when you defeat the gym you have to beat him and you can enter the secret path. The strong trainer is actually the champion, so after beating the elite 4 you come here. Also the pokemon centre is close to the gym cause when you defeat gym trainers and your pokemon are weak, it's a short distance.
