i faundet that day sience 2000 last two letters are 5sec like if last three letters are 100 that mean that is 5sec so i calculated for 1 min how much it will be and then i calculated for hour .and change the sume by the calculated number for one hour (until the last letters of day sience 2000 are = calculated number* times to come.with this the result is the hour in UTC so we will subtract from the curret hour and then * 4i think +dts so with this it can come negative so if the number is negative we will add on it 24.and for dts make list with dst and if dst item=1 set dts to -3 else -4
