It's use was to house people and marine life together, as well as to purify the water of freedom bay, the place it resides. Now it has malfunctioned and is contaminating the water. It holds the unknowing, and dependent, marine creatures hostage, and the dead bodies of the residents still reside deep within the depths of the underground system.
