To buy these things, it takes away some points. If you get 10,000 points, you get onto the exclusive "Cool People List" and you are officially a cool person. Once you are a cool person, there are no other things to achieve in life that are more important than this. (Getting on the cool person list isn't too hard, it just requires some time.) Good luck! Also, every 1000 seconds, the points per fish and amount of fish reset, but your points stay the same.
