Animals don't hit other animals, they don't threaten them, force them to do something, judge them by their looks, discriminate them. They don't go around with guns and knives and they don't need such thing as a police because they don't do anything bad. They might fight for food and act a bit rough while protecting their babies but they don't do it for no reason.
