I'd ask them FIRST to stop, and if they can't stop even after then I will sneak into their house by that dog hole thingy which dogs enter through like at night or something, then I'll take the dog and bring them to a way better home. Simple.
please treat animals with kindness and respect hut do not forget that in most public areas you have to keep your pets leash on weather that animal would hurt anyone or not it may scare others
