All instructions are in the Instructions sprite inside. You can search up what Logo is, but I'll give you a basic overview. Logo is a programming language used to control a pen (known as a turtle) to draw shapes. Icon is Logo with a few different features, there isn't as many on Icon as there is on Logo so you can think of this as a 'demo version' if you like.
