If you go right, it goes to the left wheel and points to the right wheel, and then if you go left, it goes to the right wheel and points to the left and so on. The tank armour points in the direction the bar is facing. The wheels have their own gravity, which is why they seem to be bouncing. When the wheels touch the ground, the gravity is set to 'Player _ bounciness', and their Y is forever changing by their gravity. By the way, if you press stop, you can see the bar on the blue tank...
