First pick a max number - this will fill the "bank" with all the whole numbers from 1 to your max number. Then choose a number to add to your total. The tax collector will get all the factors of your number added to their total. Play continues until you have picked all the numbers OR no numbers are left that have a factor left for the tax collector.
