Move your mouse to move the anchor. Move your anchor over a trash bag and hold the left mouse button to pick it up. Pull the trash up to the helicopter to collect. If you go too fast, the trash might fall back into the water, so be careful!
After collecting all the trash bags, you may have to click the green flag a few times before it fully resets. I don't know why it doesn't instantly reset.
