I traced this off a map I found on google, then made the territories myself. My bad if this is a bit inaccurate but I tried to make nice-looking borders, along with using geography. Anyways time for the lore. The year is 2100. Sea levels have risen substantially. Governments have collapsed, and new ones formed from the ashes. Entire states and countries are now underwater. Cartels have taken over in what was Mexico, and diverse governments ranging from merchant republics to democracy and socialist governments.
