A scratch license is a card which has a track of information about when you joint etc. What do I need to get my license? You need to have the 'Scratcher' status, look at your profile to see what status you have! Where can I get one? You make one! but it has to have a sign from scratch cat (which you make as well) or the sticker (you can find it online or make one) or in this case have both!
