Guardians are, in simple terms, anonymous post villains turned into guardian "angles". Their powers often resemble their past victim's capabilities, and their powers are powered by their extreme guilt. For example, let's say there was this plant-like society that was run by a dictator. If that dictator later became a guardian its mask, wand, and wings will probably represent plants and how they used them to threaten their citizens. If a guardian used to abuse a specific person, their mask, wand, and wings will probably resemble the person or people they abused. Most guardians are ghosts (spirits that where born in the physical realm but are now dead). Guardians can create a "phantom body" like the runes can. This means they can wander around and interact with objects in the physical world like any other mortal. Their bodies cannot be killed unless their soul is. A guardian loses its abilities when it stops feeling guilty about its past. As previously mentioned they are guardian angles in a sense. They try their best to help others to "make up for their past". All guardians live in a specific location but nobody knows where that is.
