The secret is that he was actually not a test account! It was actually Scratch was released in 2003 but the GDPR account was a set of european laws that removed all information of the user expect for when they joined. From then they started to ban everybody who was not active for 3 yrs. Many people have followed the GDPR account but later the Scratch Team fixed the so called "glitch". The project by @World_Languages shows how to follow @gdpr0000001 by a code. After that project got removed and they fixed everything so that nobody could follow the account again because after a certain time people started to think it was a test account.
