yes that is Vanilla. If minty hadn't made a wish with kyubey, then minty would have never killed licorice in her witch form. that means that vanilla would still be stuck in her torment. eventually kyubey would get to her, and her wish would be: "I wish that things were back to the way they were before licorice took my kingdom"
