However it is grammatically incorrect so it could be a question in a grammatical sense (hence I am good at ie grammar question earlier on), just not with proper grammar. A question asking if it is a question, if it even is a question is meant to confuse the reader or answerer in the first place, so intellectually it their just to confuse you... Metaphorically it could be a thousand things, some questions some not. In mathematical terms, it could be a word problem where x is if it is a question and y the variable that decides if it is or not. So x = {Something}y to the power of 34 possibly, or maybe its the absolute value of x = y + m if m equals the component of the sentence that makes it a question or not. In psychological terms it could just be a tactic to drive someone insane. in artistic terms it could mean something different thing to everyone.
