She's an antagonist from the story I'm currently developing. There was a global emergency that wiped out 6 billion people, 75% of the population. At the time there was a healthy 2 billion left, with hope to regrow the population, but it slowly dwindled out and became five hundred million. Enter Xeya Heights. A safe haven. The grandest city in history. 400 million go there. The population flourishes. There is new hope. However, Xeya Heights is far from perfect. The people in charge are corrupt and hide behind a figurehead mayor. Nearly 100 years later, and Felicity, a girl living in this so-called safe haven is in her late teens. Out of a few hundred million, she is chosen to be "mayor". The people in charge have no regard that she is still legally a child, but only care that she is charismatic and easy enough to mold in order to follow their command.
