The Mafia, The Yakuza, and BioHazard have all began to wreck havoc. the city of Chicago is under Mafia Control, Tokyo is run by The Yakuza now, and BioHazard... well they are in any city where's there's crime in. (of course your free to roam around anywhere you like.)
