Attack: I lowered her range but increased her splash range to make her splash damage seem more effective because I think that the splash isn't very useful in many situations due to it's range. Gadgets: I removed Captain's Compass because I feel like you have to be close up to use but that's not Penny's playstyle to be close. I instead added the Captain's Chest because it can take damage for her. It seems to be better fit for her playstyle. Star Powers: Penny's cannon is much weaker without Balls of Fire, and if you played Penny, you HAD to use it. I made this baseline because it'll make her cannon more reliable. I tried my best to make a new unique star power and I think I did a good job.
