Turn on turbo mode by holding SHIFT and clicking the green flag. An orange lightning bolt next to the words "Turbo Mode" should appear next to the green flag. If you already have turbo mode on, performing these actions will turn it off.
FPS stands for "Frames Per Second". It should stay at around 30 FPS, because that is how fast Scratch runs.
