As the world ages, the goverment tries to eliminate all punks by spreding a plague. That plague was ment to wipe them out, but instead it caused a genetic mutation, spliting the victom in half: one side normal, the other punk. There was no cure people were droping like flies. After a year or so, people began tribes. Civilization fell, the city was ruins to the people.
